01

One system, several branches

French Social Security does not operate as one fund. The general scheme separates Family, Health, Workplace Accidents and Occupational Disease, Retirement, Autonomy and Collection branches. CAF, CPAM, Carsat, CNAV, CNSA and Urssaf therefore do not decide the same entitlements. Unemployment insurance and supplementary pensions belong to further organisations with separate rules.

02

The scheme follows the activity

The general scheme covers most of the population; the Mutualité sociale agricole provides its own service for agricultural employees and self-employed workers, while certain statuses follow special schemes. Employees, self-employed people, students, jobseekers, pensioners and newcomers do not qualify at the same time or on identical terms. Identify activity, residence and responsible fund first.

03

Health: registration, card and reimbursement

Assurance Maladie manages registration, reimbursement and the Carte Vitale for people in its network. Universal health protection links coverage to work or stable and lawful residence according to the case. Complementary insurance may cover part of the remaining cost; it does not create basic affiliation. Use Ameli or the fund responsible for your status when submitting or correcting a file.

04

Family, housing and minimum-income benefits

CAF manages family benefits, certain housing support and minimum-income schemes; MSA performs that role in the agricultural system. Every benefit has specific conditions for residence, resources, household and accommodation. An account number or positive simulator result does not guarantee payment. Report changes in address, partnership, children, work and income promptly to avoid an incorrect entitlement.

05

Unemployment and retirement: separate routes

France Travail registers jobseekers and pays benefits on behalf of unemployment insurance where rights exist. Retirement often combines a basic and supplementary pension with different career records and contacts. Work abroad may fall under European coordination or a bilateral agreement. Check the career statement and employer certificate before the deadline rather than trying to repair missing periods after retirement.

06

New arrivals and foreign nationals

Nationality, residence right or permit, work, previous country, family composition and residence stability may change documents and opening dates. A visa, temporary social-security number and residence permit are not interchangeable. EU, EEA and Swiss coordination and bilateral agreements may prevent duplicate affiliation, but require the correct form and institution for the exact situation.

07

Avoiding blocks and overpayments

Use identical civil-status details across files, provide bank details, address, income and readable evidence, then retain receipts and dates. Do not open multiple accounts to bypass an error. A benefit may be provisional and later recalculated; an unreported change creates delay or overpayment. Backdating differs by benefit, so a late claim can lose months that cannot be recovered.

08

Challenging a decision

Read the reason, amount, period and appeal route on the notice. A complaint, internal appeal commission, mediator and court have different roles and deadlines. Submit a structured challenge with the decision, facts, calculation and evidence, and keep proof of delivery. A challenge does not always suspend recovery or payment; confirm the exact effect for the relevant branch.
