01

What French industry actually includes

Industry is broader than car factories. It includes manufacturing, energy, water, waste and extractive activities, with value chains running from materials to finished products, maintenance and recycling. Insee counted 3.3 million salaried industrial jobs at the end of 2024. Read that figure by separating establishment sector, occupation, direct employment, agency work and subcontracting. A software engineer inside a factory has a digital occupation in an industrial establishment, while a logistics supplier may be classified in services. Mixing those scopes produces misleading employment and productivity comparisons.

02

Eight sectors with eight different economics

Aerospace centres on Toulouse and major supplier networks; cars and batteries connect Hauts-de-France, Grand Est, Normandy and other basins; chemicals and materials depend on ports, energy and safety; health combines pharmaceuticals, biomanufacturing and medical devices. Food processing follows regional production; nuclear and electrical equipment require qualifications and traceability; luxury and specialist manufacturing rely on distributed craft skills; electronics, robotics and industrial digital systems intersect around Grenoble, Saclay and other clusters. Market size, certification, sales cycles, working capital and scale-up risk differ sharply, so one national industry average cannot price a specific project.

03

The 2025 figures separate level from movement

Insee's 2025 national accounts report a 0.6% rise in industrial value added after 5.5% the previous year. Automotive output partly recovered by 3.3% after falling 9.5% in 2024, while other manufactured products declined 1.3%. These movements do not forecast one company's revenue or local demand. Before using a national average in an investment case, confirm the indicator, whether it measures volume or value, the industry branch, base year and provisional status. Compare like with like and retain a downside case for price, volume, ramp-up and customer concentration.

04

Choose a territory before choosing a building

A plant location depends on customers, suppliers, skills, energy, water, transport, land, housing and local acceptance. The 2023-2027 Territoires d'industrie programme covers 183 labelled territories, while the national ready-to-use industrial-site scheme listed 55 sites. A label improves visibility on land and connections; it does not promise a permit, reserved grid capacity or an identical schedule for every project. Compare sites on total cost: construction, networks, remediation, recruitment, logistics, administration, insurance and expansion. Test actual power and water needs against written capacity and lead-time evidence rather than a marketing brochure.

05

Permits, classified installations and water come before works

ICPE classification depends on activity, substances and thresholds and can require declaration, registration or authorisation. An environmental authorisation application must be made before operation and before the associated works begin. Add planning permission, environmental assessment, water or IOTA rules, hazards, fire safety, neighbours and product-specific regulation. A ready-to-use label does not replace early contact with the municipality, prefecture, classified-installations inspectorate and network operators. Keep assumptions, drawings, studies, capacity letters and dated replies in one decision register, and make the land or lease commitment conditional on the critical findings.

06

Finance industrialisation without confusing programmes

France 2030 is a €54 billion five-year investment plan, with half announced for emerging players and half for decarbonisation, but that total is not an entitlement for every factory. Equity, debt, leasing, recoverable advances, grants and guarantees absorb different risks. Première Usine addresses the path from innovation to a first industrial site; Bpifrance also offers an industrial-seed diagnostic; regions and European programmes have separate calendars. Before filing, define eligible cost, incentive effect, co-financing, cash timing, milestones, State-aid rules and permitted combination. Never sign irreversible expenditure on the assumption that a competitive award is certain.

07

Decarbonisation starts with a physical baseline

Measure energy, heat, cooling, steam, materials, waste, water, transport and emissions before selecting technology. DECARB FLASH 2025-2027 targets SME industrial sites and certain sites outside the EU emissions-trading system. DECARB IND 25 requires investment above €3 million, more than 1,000 tonnes of CO2e avoided per year at constant production and a grant request below €30 million; major projects use a separate competitive call. Check the live window, scope, reference scenario and future operating cost. Funding cannot solve unavailable power, an immature process or a maintenance plan that was never budgeted.

08

Skills, suppliers and data determine delivery

France Travail's 2026 BMO survey assigns 9.3% of recruitment projects to industry, down 2.4% year on year, and reports high hiring difficulty for qualified machining, sheet-metal work and welding. Translate the investment into occupations, shifts, licences, training, housing, mobility and a ramp-up plan. Map single-source suppliers, critical parts, lead times, inventory, operational cybersecurity, quality and continuity. Track yield, scrap, energy per unit, safety, on-time delivery, cash and emissions. Automation or AI creates value only when the underlying data is reliable, the process is understood and an operational owner is accountable.

FRA9 · FAQ

Frequently asked questions

How many salaried jobs does French industry represent?

Insee counted 3.3 million salaried industrial jobs at the end of 2024. The total follows the establishment sector and treats agency work, services and subcontracting differently.

Does a ready-to-use site guarantee factory approval?

No. The label improves information on land and connections, but planning, ICPE, environmental, water, network and sector requirements still need project-level verification.

Which scheme should fund industrial decarbonisation?

It depends on company size, EU-ETS status, investment amount, avoided emissions and the live application window. Check DECARB FLASH, DECARB IND and GPID in ADEME's current catalogue.

Does France 2030 automatically fund a new factory?

No. Programmes are targeted and often competitive. Eligible costs, incentive effect, co-financing, State-aid rules and timing must be confirmed before commitment.

Which industrial occupations are hard to recruit in 2026?

The 2026 BMO survey highlights qualified machining, sheet-metal work and welding. Difficulty varies by territory and exact occupation.
