Most asked questions

How is French customs duty calculated?

CN/TARIC classification, origin and customs value work together, with preferences, quotas and trade-defence duties checked separately.

Are GTIP and CN/TARIC the same?

They share the HS base, but the EU uses eight-digit CN and more detailed TARIC measures. Do not copy a Turkish GTIP without confirming EU classification.

Can classification be made binding?

For repeat or high-value trade, Binding Tariff Information can be requested from customs based on an accurate technical file.

01

The three tariff keys

Customs treatment depends on classification, customs origin and customs value. An error in one can change the rate, permits and statistics. Use composition, function, manufacturing method and technical evidence, not only a trade name.

02

CN, TARIC, RITA and Access2Markets

The EU Combined Nomenclature provides the eight-digit CN code and TARIC layers EU measures onto greater detail. France’s RITA combines EU and national taxation and controls; Access2Markets shows tariff, origin, procedures and product requirements by trade route. Retain the query date because measures change.

03

Customs value

Transaction value is often the starting point, with transport to EU entry, insurance and certain commissions, packing, assists or royalties potentially added. Related-party pricing, free samples, uncertain royalties and later price adjustments need separate analysis. Invoice value is not automatically the final customs value.

04

Preference and proof of origin

An agreement rate applies only when the product meets the origin rule and valid proof exists. Country of dispatch is not origin. EUR.1, invoice/origin statements, REX or importer knowledge may apply by agreement; A.TR shows free circulation in EU–Türkiye trade.

05

Anti-dumping, quotas and extra measures

Even where the normal rate is zero, anti-dumping, countervailing, safeguards, quotas, surveillance, bans or licences may apply. Pricing from the headline tariff without checking product and country can create a major exposure.

06

Reducing uncertainty with binding decisions

For repeat or high-value flows, consider Binding Tariff Information and Binding Origin Information. Decisions rely on accurate technical evidence in the application; a changed product may fall outside their scope.
